When Your Development Project Needs a Topographic Survey

Every development project starts with a question. What does this land actually look like?

Not the legal lines on a plat map. The real shape of the ground. The slopes, the low points, the drainage paths, the trees and structures already there. That’s what a topographic survey shows you.

If you’re planning a development project, you’ll likely need one before you can even apply for a permit. Here’s when, why, and what it actually covers.

Does Your County Grading Permit Require Elevation Data First?

Most grading permits start with one question: how does water move across this site?

To answer that, your county needs to see the land’s current elevation. That’s why many counties and municipalities ask for a topographic survey before they’ll approve a grading or site development permit. Without it, the county has no way to check your drainage plan or your cut-and-fill numbers.

This isn’t a formality. It’s the data your permit reviewer needs to do their job.

A few things to check before you apply:

  • Ask your local planning office if elevation data is required with your grading application.
  • Find out if they want a specific contour interval.
  • Confirm how recent the survey needs to be. Some offices won’t accept data older than a year or two.

Skipping this step is one of the most common reasons permit applications get sent back for revisions. That costs weeks, sometimes months.

What Frost Depth and Snowmelt Patterns Look Like on a Contour Map

Winters don’t just make construction harder. They shape how your site behaves year-round.

Frost depth can reach several feet below the surface, depending on elevation and soil type. Foundations need to sit below that frost line, or they risk heaving when the ground freezes and thaws. A topographic survey doesn’t measure frost depth directly, but it does something just as useful. It maps low points and drainage paths where snowmelt collects each spring.

That matters because water that pools near a foundation increases frost heave risk. It also matters for site design. If your contour map shows a natural low point running through your building pad, you’ll want to know that before you pour concrete, not after.

Engineers use this contour data to plan foundation depth and grading that moves spring runoff away from structures instead of toward them.

Reading Contour Intervals: What Your Architect or Engineer Actually Needs

Contour lines connect points of equal elevation. The distance between them is the contour interval, and getting this number right matters more than most developers expect.

A 1-foot interval shows fine detail. It’s useful for flat sites or tight urban lots where small elevation changes affect drainage and foundation planning.

A 2-foot interval works well for most residential and commercial sites with moderate slope.

A 5-foot interval is common for large rural parcels or early-stage feasibility studies, where broad terrain patterns matter more than small variations.

Here’s the problem developers run into. If you order a survey with too wide an interval, your architect may not have enough detail to finalize grading and drainage plans. That means going back for a re-survey, which delays design and adds cost.

Before you order a topographic survey, ask your architect or civil engineer what interval they need for the design phase. It’s a five-minute conversation that can save weeks later.

Topographic Survey vs. Boundary Survey: Why a Development Project Often Needs Both

These two surveys answer different questions, and confusing them causes real problems.

A boundary survey tells you where your property lines sit. It confirms legal ownership, marks corners, and identifies encroachments from neighboring parcels.

A topographic survey tells you what the land looks like. It maps elevation, slope, drainage, vegetation, and existing structures, but it doesn’t establish legal boundaries on its own.

Most development projects need both. The boundary survey confirms you’re building within your own property. The topographic survey tells you how to build on it. Some surveyors combine both into a single boundary and topographic survey, which can save time and money if you know upfront that you’ll need both data sets.

If you only order one, ask yourself what decision you’re trying to make. Legal ownership questions call for a boundary survey. Site design and grading questions call for a topographic survey.

How Steep Slopes and High Elevation Change What Your Site Design Can Include

Wyoming’s terrain varies fast. You can go from high plains to mountain foothills within the same county, sometimes the same parcel.

Steep slopes limit what you can build and where. A topographic survey identifies grade percentages across your site, which tells your architect which areas are buildable without extensive retaining walls or fill work. It also flags areas that may be prone to erosion or runoff concentration during heavy rain or snowmelt.

High elevation adds another layer. Thinner air affects concrete curing times. Colder average temperatures affect construction schedules. And steep, high-elevation sites often need more careful stormwater planning, since runoff moves faster downhill than it does on flat ground.

None of this shows up on a plat map. It only shows up on a topographic survey, which is why site designers ask for one before finalizing building placement, driveway grades, or drainage infrastructure.
